Elite Pacific Construction is an experienced Oahu-based general contractor that has provided an array of high-quality construction services to government and commercial clients since 2004.

Elite Pacific Construction offers general construction, design-build and construction management services throughout Hawaii and Guam with a commitment to detail, quality, safety and timely project completion.

The company’s team of project managers, engineers, superintendents and quality control managers have decades of combined experience. They routinely earn awards, commendations and outstanding performance evaluations from clients.

Elite Pacific Construction’s values of fairness, quality and safety have guided the successful completion of hundreds of projects, ranging from $10,000 to $12 million.

This includes Leadership in Energy and Environmental Design (LEED) Certified building experience with the U.S. Naval Facilities Engineering Command (NAVFAC) and U.S. Army Corps of Engineers, as well as high-profile projects with the U.S. Department of Defense (DOD).

Mathew Lee, PE

Chairman & Founder

Mathew Lee cofounded Elite Pacific Construction in 2004 and serves as Chairman. He brings nearly four decades of experience to the construction industry. His engineering, superintendent and project management roles have spanned a variety of large-scale public and private projects throughout Hawaii, Mainland U.S., Bermuda and the Caribbean.

Under his leadership, Elite Pacific Construction has been the recipient of several accolades over the span of its career including earning two prestigious national U.S. Department of Homeland Security Small Business Achievement Awards in both FY2009 and 2011.

Mathew is a Licensed Professional Engineer and Licensed Contractor in General Engineering and General Building in the State of Hawaii. He earned his bachelor’s degree in Civil Engineering from Colorado State University and holds numerous professional certifications.

Edwin Barlongo, PE

President

Edwin Barlongo is President of Elite Pacific Construction, where he oversees all company operations. He has more than 25 years of experience in all facets the construction industry.

At Elite Pacific, Edwin has worked on many award-winning and nationally recognized projects. This includes the U.S. Department of Homeland Security Small Business Achievement Award in FY 2011 for work performed for the U.S. Secret Service on a temporary command post for the Asia-Pacific Economic Cooperation (APEC) Conference.

He is a Licensed Professional Engineer and Licensed Contractor in General Building in the State of Hawaii and holds a bachelor’s degree in Civil Engineering from the University of Hawaii at Manoa.

Marla Yoshihiro, PE

Vice President, Estimating

Marla Yoshihiro is Vice President of Elite Pacific Construction, where she oversees estimating and preconstruction operations. She has more than two decades of experience in the construction industry holding positions ranging from field engineer to project manager before becoming Vice President. Marla holds the distinction of being the first employee of Elite Pacific joining in 2005.

Marla has overseen numerous award-winning and nationally recognized projects. This includes the U.S. Department of Homeland Security Small Business Achievement Award in FY 2009 for work performed for the U.S. Coast Guard at the Base Support Unit in Honolulu.

She is a Licensed Professional Engineer in the State of Hawaii and holds a bachelor’s degree in Civil Engineering from the University of Hawaii at Manoa.

Charlie Buckingham, PE

Vice President, Operations

Charlie Buckingham is Vice President of Operations at Elite Pacific Construction. He has more than two decades of experience in the construction industry, serving as an engineer, quality control manager, site and safety health officer, and project manager since starting at Elite Pacific in 2006.

Charlie has managed several award-winning and nationally recognized projects. These include an Award of Excellence from the U.S. Army Corps of Engineers for Wing B Roof project at the Asia Pacific Center for Security Studies and a Certificate of Achievement for exemplary safety performance from the Navy Facilities Engineering Command on the HEMP Upgrade project at Camp Smith.

He is a Licensed Professional Engineer and Licensed Contractor in General Engineering and General Building in the State of Hawaii and earned his bachelor’s degree in Civil Engineering from Santa Clara University.
